The legal or natural person who determines the purposes and methods of processing personal data and is responsible for the management and organization of the data recording system is called the data controller. The data controller who determines the purpose and means of processing personal data is the person who will answer all questions about why and how the processing activities will be carried out.

What is the data controller registry?

The register of data controllers, otherwise known as verbis, is the system in which data controllers have to register. They declare activities related to data processing through this system. Registration in the register of data controllers under the supervision of the Board and kept registered by the presidency is mandatory by the data controllers. However, the parties exempted from registration in the registry do not have to register in the register of the data controller.

The process of registration in the register of data controllers

  1. To register in the data controller registry information system, first select the option that suits you from a domestically established legal/natural person, a legal/natural person established abroad or a public institution.
  2. Then fill out the application form. Deliver personal data by mail to the head of the protection agency in a wet signed and boxed/sealed manner.
  3. After completing your application, you need to check your application status on the “application check” page.

Duration of registration in the register of data controllers

Based on Article 16 of the Law on the Protection of Personal Data No. 6698, issued in 2016, natural and legal persons processing personal data are obliged to register in the register of data controllers before starting data processing.
The registration period in the data controller registry, which has been extended for the 4th time, has been extended to December 31, 2021 for all those responsible who need to register in the data controller registry information system.
